Actually, this is so much more common than you would think. Think about it. The economy is tight right now, and leads are few and far between. If you knew there was going to be a vacancy, and you had the lead in being able to put someone in that position, would you? That's why recruiters ask who your managers were/are. They want the names of people that have hiring authority. They may not be able to put you in another position. But they may have someone who could do your job, and for cheaper than you currently do it. I'm not saying don't use recruiters. I'm just saying don't let them use you. Be smart. Make sure your references aren't from your current company, that they're good friends or people you trust, and that they know a headhunter will be calling them to snoop...
